Position: 
Davis-Bacon Act (DBRA) & Section 3 Compliance Officer 
Compensation is based on experience.

The Company:
Paperwork Consulting has specialized in Housing and Urban Development (HUD), city, state, and federal compliance paperwork and acts as a liaison between the general contractors, subcontractors, developers, and federal municipalities to ensure project compliance and timely receipt of draws for over 20 years.

The Position:
As a labor standard specialist at Paperwork Consulting, you are responsible for reviewing certified payroll records, including daily reports, conducting employee interviews, and reviewing monthly and quarterly reports to ensure projects are up to date on all legal requirements governed by the state/county/city. Paperwork Consulting facilitates in-person meetings, video calls, and conference calls regarding project details to ensure effective communication, provides solutions, and implements strategies to improve the project’s overall function. A labor standard specialist is an individual who ensures that a company complies with its outside regulatory and legal requirements as well as internal policies and bylaws. A labor standard specialist has a duty to their employer to work with management and staff to identify and manage regulatory risk.

The requirements and duties change depending on the project and the type of funding involved. The regulations Paperwork Consulting oversees are the DBA (Davis-Bacon Act), DBRA (Davis-Bacon Related Acts), Copeland Act, Section 3, CWHSSA (Contract Work Hours and Safety Standards Act), MWSBE (Minority Woman and Small Business Enterprise) goals, workforce goals, and HUB (Historically Underutilized Business) goals.

Roles and Responsibilities:

  • Developing, implementing, and managing an organization's compliance program
  • Ensuring that the compliance program effectively prevents and/or detects violations of law, regulations, organization policies, or the code of conduct
  • Coordinating with federal, state, county, and city regulators
  • Planning, implementing and overseeing risk-related programs
  • Creating and coordinating proper reporting channels for compliance issues
  • Developing company compliance communications
  • Coordinating and scheduling required compliance training for employees


Experience Required:

  • Auditing experience a plus
  • Experience in dealing with compliance issues preferred
  • Excellent verbal and written communication skills
  • Strong influencing skills and perseverance in investigating
  • Strong analytical skills
  • Manages multiple projects effectively
  • Meets multiple daily deadlines
  • Prioritizes and organizes tasks

Paperwork Consulting is accepting internship applications. We are seeking highly motivated individuals who are interested in learning more about government contracts and compliance within the construction field.  

Qualified candidates are required to have the following: 

  • A cumulative grade point average of 3.0 or higher
  • Willingness to travel throughout Texas, clean driving record within the last three (3) years is a must
  • No criminal record
  • Some knowledge of all Microsoft programs, especially Excel
  • Ability to conduct analytical research and draw evidence-based conclusions
  • Reliable and dependable with a positive attitude
