Paperwork Consulting is a woman-owned, Section 3 certified company in Harris County, Texas. Our company is also a certified Historically Underutilized Business (HUB) in the State of Texas that offers Spanish language support. Paperwork Consulting’s expertise is in federal labor laws and this allows us to operate and perform on clients’ behalf to ensure projects remain within the guidelines set by both federal and state governments. Our experience and highly qualified labor compliance consultants understand the complexity surrounding the regulations governed by Davis-Bacon and the prevailing wages. 

Our company is centered in Texas, however, we also have national reach throughout the United States, including the U.S. Virgin Islands. We closely monitor updates regarding regulations and maintain a close working relationship with the Department of Labor (DOL), General Land Office (GLO), Federal Emergency Management Agency (FEMA), and Housing and Urban Development (HUD) in order to best serve our clients.

V&M Contractors, LLC. DBA Paperwork Consulting was established in 2010 as a company that specializes in Housing and Urban Development (HUD), city, and state paperwork compliance. We collaborate with developers, general contractors, subcontractors, and government entities to ensure compliance and timely receipt of draws. We adhere to the requirements set by the Davis-Bacon Labor Standards, DBRA, WBE/MBE/SBE certifications and goals, audits, Section 3 compliance and reporting, certified payroll review, B2G software, and POP paperwork. We proudly stand by our excellent compliance track record. 

All of Paperwork Consulting’s professional consultants are certified in both OSHA 10 & 30.

In 2021, Paperwork Consulting completed an Interagency Mentor Protege Program, offered in collaboration with The City of Houston, Metropolitan Transit Authority of Harris County, Houston Independent School District, Port Houston, Houston Community College, and Houston First Corporation. The program strengthens relationships and promotes long-term stability between established companies and local agencies with emerging, historically underutilized businesses.

Paperwork Consulting successfully completed the 2022 cohort of Build Up Houston, a seven-month program that promotes small business success. Build Up Houston utilizes Interise’s award-winning curriculum to cover business development strategies, strategic planning, estimating and bidding, finance and financial management, bonding and insurance, marketing and sales, human resources, accessing capital, government contracts, and project management.

Paperwork Consulting is a member of The Louisiana State University (LSU) Construction Industry Advisory Council (CIAC), which aims to enhance the construction industry through the support of the Bert S. Turner Department of Construction Management at LSU. The council comprises LSU CM graduates, leaders in the construction industry, and organizations who work in and support the construction industry locally and across the world. Paperwork Consulting’s Senior Compliance Consultant Terica Starr was recognized in the 2023 American Business Awards®, winning a Bronze Stevie® in the Support Staffer of the Year category.

In 2024, Paperwork Consulting began offering virtual Labor Law Training, Construction AIA Pay Applications support, and Aerial Drone Photography and Videography to further assist clients.
